PROGRAMS

TRILINGUAL AND SUBTITLED

CREATION OF MULTILINGUAL AUDIOVISUAL EDUCATION PROGRAMS

1. – OBJETIVE

The objective of the project is for schools, libraries, parents, and TEACHERS from
all over the world, to have access to a standardized trilingual audiovisual education
programs adapted to every culture and continent.

THE RESULT:

1. – Significantly improving the quality of Primary, Secondary, and Professional Technical
education, which shall be proportioned in educational establishments in every country,
with no consideration for political, religious, or historical bias.

2. – When teachers use these programs: their classes will be more entertaining and
educative, and students will learn more and better, and end school with a higher
level of knowledge, which will allow them to progress economically and socially
in their life.

3. – Help students with hearing disabilities, thanks to subtitles, along with those who
aren’t able to attend classes.

4. – Reduce the existing gap in culture and education; between those who can pay
and assist a private education and those who can’t.

2. – THE TOOL

Today thanks to TECHNOLOGY, we can make available to everyone these Educative
audio-visual programs through the use of the internet, hard drives, etc. at a derisive
cost. Schools can use them in their classrooms through the medium they esteem to be
the most convenient.

3. – AUDIO-VISUAL PROGRAM CONTENT

The first step can begin with 480 hours of support programs for primary and secondary education, and 320 hours of programs for technical-manual professions, themes relevant
to general culture and healthy entertainment for students and their families.

The second step would be to add documentaries, biographies, etc. approved for use in educational establishments.

The programs can be translated in two languages chosen by the country, along with the country’s native language, and be subtitled in the three languages, thus students will have access to a multilingual education starting in kindergarten.

ADVANTAGES TO USING THE PROGRAMS

● Better memorization,
Thanks to the possibility of multiple repetitions and being able to use these programs
in libraries, along with the availability of subtitles and other languages.

● Protection against the risk of viruses, violence, contacting strangers and/or pornography, etc, which incur in students, when they use computers connected to the Internet.

● The costs of using these programs in the classrooms are a fraction of the cost of using
computers connected to the Internet.

4. – HOW TO MATERIALIZE THIS PROJECT

FIRST STEP

Inform International organizations, Ministries of Education, and Foundations
interested in combating underdevelopment and poverty; such as World Bank,
UNICEF, UNESCO and more of the advantages that would come from using
these programs to improve education.

SECOND STEP

Get UNESCO to bring together representatives from the Ministries of Education of
all the countries interested in the project to reach the necessary accords which would
permit:
1°) Deciding through a commission of experts in education what subjects will be
included in them, and,
2°) Create interest and train teachers in the use of these programs for their classes.

THIRD STEP

Make a International Bidding, to select the producer of these audio-visual programs
who must make these programs within the established conditions. For example:
Television channels and/or editorials dedicated to education, etc., such as: Spanish,
Mexican, and English television, etc, the Espasa Editorials, Larousse, etc., to mention
a few.

FOURTH STEP

Distribute the dubbed and subtitled programs to schools, colleges, libraries, etc., in
all the participating countries.

EDUCATION PROJECT COST ANALYSIS

A S S U M P T I O N S:

a) Average school = 600 students

b) Years of schooling per student = 12 years

c) A MEDIUM with which to display them within the classrooms.

d) 800 hours of audio-visual education programs, dubbed and subtitled in three
languages of the countries own choosing.

e) The cost of producing a high quality program, including dubbing and
subtitling in three languages is estimated to an average of 250,000 dollars.

f) Minimum number of students that can benefit from these programs:
200 million; this is 20% of the current amount of students.

COST OF MAKING THESE PROGRAMS

• 800 hours de programs, at an average cost of 250,000 dollars per hour; this amounts to a total of 200 million dollars needed to produce the programs.
• These when used by at least 200 million students in a period of 12 years, it amounts to a cost of 8,33 cents per year, and one dollar, for the 12 years of schooling.

AVERAGE COST OF DISPLAY IN CLASSROOMS

• A school of 600 students with 20 classrooms would need 10 and/or 20 mediums to display them.
• 10 and/or 20 means of display, would have a cost of 1.200 and/or 2.400 dollars
• every 6 years.
• The total cost for 600 students, for the 12 years of schooling, is 2,400 and/or 4,800 dollars. This gives us a cost of only 33 and/or 67 cents per student annually.

C O N C L U S I O N

• Cost for making these programs for each student annually: 8,33 cents.
• Cost for classroom display for each student annually: 33 y/o 67 centavos de dollar.
• Annual cost per student: 41,33 and/or 75.33 cents (33+8,33 and/or 67+8.33).

In other words, less than 1 dollar annualy, for each student.

PROJET DE CRÉATION DE MATÉRIEL ÉDUCATIF AUDIOVISUEL

1. BUT DU PROJET

Ce projet a pour objectif de fournir aux écoles, collèges, parents et enseignants, sur les cinq continents, un matériel éducatif audiovisuel standardisé et adapté à chaque continent et culture, en sélectionnant et développant des programmes vidéo.

Il en résultera :

– l’amélioration des systèmes d’enseignement primaire, secondaire, et technico-professionnel dans les établissements scolaires de tous les pays, développés et en voie de développement, sans aucune considération historique, politique ou religieuse.

– de compléter et d’enrichir le programme d’enseignement des professeurs afin d’améliorer la qualité d’enseignement et donc d’élever le niveau scolaire des élèves pour faire diminuer la pauvreté.

– d’apporter un soutien aux personnes malentendantes (grâce aux sous-titres) et aux élèves qui ne peuvent pas aller à l’école.

– de réduire le fossé existant en matière de culture et d’enseignement, entre ceux qui peuvent s’offrir de bonnes écoles et ceux qui ne peuvent pas.

2. SUPPORT UTILISÉ

Aujourd’hui, grâce à la technologie, nous pouvons rendre disponible tous ces
programmes éducatifs audiovisuels sur Internet, disques durs, etc. pour un prix ridicule.

Écoles peuvent les utiliser dans leurs salles de classe sur le milieu qu’ils jugent plus appropriées.

3. CONTENU DES PROGRAMMES VIDEOS

Il a été estimé qu’il faut 480 heures de programmes contenant des cours normaux pour le primaire et secondaires et 320 heures contenant les programmes pour les formations professionnelles, une base de culture générale et divers divertissements intéressants et sains pour les enfants et leurs familles.

Dans la deuxième étape, il sera possible d’ajouter : des documentaires, des biographies, etc., appropriés pour l’usage dans les écoles.

Ces programmes seront établis en deux langues au choix, plus dans la langue du pays auquel ils sont destinés et sous-titrés dans les trois langues de sorte que tous les élèves auront la possibilité d’avoir un enseignement bilingue ou trilingue, et ce dès le plus jeune âge.

Ce système comporte de nombreux avantages :

• efficacité compte tenu des possibilités de répétition, doublage, sous-titrage, etc…

• possibilité de regarder les programmes dans la bibliothèque etc..

• protection contre les risques liés aux virus, pornographie ou violence, contactes pédophiles que l’on peut rencontrer avec l’utilisation d’ordinateur et d’Internet

• avantages financiers par rapport au coût d’utilisation d’ordinateurs avec accès à Internet.

4. RÉALISATION DU PROJET

1ère étape :

Présenter ce projet à diverses ORGANISATIONS internationales, fondations et/ou associations susceptibles d’être intéressées de prendre part à ce dernier.

2ème étape :

Défendre ce projet et faire prendre conscience de l’utilité et des bénéfices de cette approche.

Mobilisation des responsables de l’Éducation Nationale autant sur le plan national, qu’international.

3ème étape :

Création de commissions internationales d’experts afin de choisir au mieux les disciplines à inclure dans le programme.

4ème étape :

Produire et distribuer les programmes vidéo aux écoles, lycées, collèges et bibliothèques.

5. ANALYSE DES COÛTS DU PROJET ÉDUCATIF

H Y P O TH E S E :

a) Ecole-type = 600 élèves

b) Durée scolaire moyenne par élève : 12 ans

c) 800 heures de programmes audiovisuels éducatifs, doublés et sous-titrés, en trois langues au choix.

d) un moyen de les afficher dans les salles de classes

e) Coût de réalisation d’une heure de programme, y compris le doublage et le sous-titrage en trois langues : 250 000 euros en moyenne.

f) Au minimum 200 millions d’élèves pourront être touchés dans le monde, soit
20 % des élèves à l’heure actuelle.

COÛT DE RÉALISATION DES PROGRAMMES

• 800 heures de programme d’un coût moyen de 250 000 euros par heure, soit un montant total de 200 millions d’euros.

• Étant donné que les programmes seront utilisés par au moins 200 millions d’élèves pendant 12 ans, nous obtenons un coût de 8.33 centimes d’euro par an et d’1 euro pour les 12 années d’étude.

COÛT MOYEN D’AFFICHAGE DANS LES SALLES DE CLASSES

• Un collège de 600 étudiants avec 20 salles de classes aurait besoin de 10 ou 20
médias pour les exposer.

• 10 ou 20 médias d’affichage, coûteront 1200 ou 2400 Euros tous les 6 ans.

• Le coût total par 600 étudiants, pour les 12 ans est de 2 400 et/ou 4 800 Euros.
Cela nous donne un coût de 33 ou 67 cents par élève et par an.

CONCLUSION

Coût de réalisation des programmes par élève et par an : 8.33 centimes d’euro.

Coût par an per étudiant per affichage : 33 ou 67 centimes. Coût par an et
par élève total : centimes 41.33 et/ou 75.33 (33+ 8 33 ou 67 + 8. 33).

Coût total par élève et par an : 41.33 centimes d’euro, et ou 75,33 en d’autres termes moins d’1 euro par élève et par an.
